USCG: national endorsement as tankerman-assistant and STCW endorsement for basic tanker operations
United States Coast Guard has issued a policy letter regarding qualification for national endorsements as Tankerman-Assistant and STCW endorsements for basic tanker operations.
This policy letter provides guidance for mariners holding or qualifying for a national endorsement as Tankerman-PIC (Barge) to qualify for an endorsement as Tankerman-Assistant.
And it provides guidance for mariners holding an STCW endorsement for advanced oil tanker operations, advanced chemical tanker operations, or advanced liquefied gas tanker operations with a limitation to non-self-propelled vessels to qualify for an endorsement for basic oil and chemical tanker operations or basic liquefied gas tanker operations without a limitation to non-self-propelled vessels.
A mariner who applies for and is issued a Tankerman-PIC (Barge) endorsement will also be issued a Tankerman-Assistant endorsement valid for the same cargo without any additional requirements.
Mariners who already hold a Tankerman-PIC (Barge) endorsement and wish to add a Tankerman-Assistant endorsement for the same cargoes should submit a CG-719B, Application for a Merchant Mariner Credential, to the NMC.
Mariners who meet the requirements for an STCW endorsement for Advanced Oil Tanker Operations or Advanced Chemical Tanker Operations or Advanced Liquefied Gas Tanker Operations with a limitation to non-self-propelled vessels may also be issued an endorsement for Basic Oil and Chemical Tanker Operations or an endorsement for Basic Liquefied Gas Tanker Operations without a limitation to non-self-propelled vessels.
This guidance also provides information for renewal and course approval of endorsements.
