The United States Coast Guard has published a mission management system work instruction for the inspection of US-flagged vessels.
This document outlines the policy for certifying vessels engaged in operations and services under multiple inspection subchapters in Title 46 Code of Federal Regulations (CFR).
The aim is to streamline the certification process by avoiding separate Certificates of Inspection (COI) for each service, making it more efficient.
This instruction supersedes a previous document and should be referred to by relevant parties when evaluating and certifying such vessels.
Vessels inspected under multiple subchapters are referred to as "multi-service vessels" and must comply with all applicable standards, meeting the most stringent requirements in case of conflicts between subchapters.
Certain operational requirements are dependent on the service the vessel is engaged in and are recorded on its COI.
Structural modifications or extended periods without a valid COI can affect a vessel's qualification status.
This work instruction takes precedence over conflicting policies in Marine Safety Manuals Volume II and Volume III.
