UK: dangers of mobile phones and personal devices when working

UK Maritime and Coastguard Agency has issued a Marine Guidance Note - MGN 638 (M+F) Amendment 1 on the fatal dangers of mobile phones and other personal devices when working.

This MGN was published on 13 March 2024.

Summary

Despite previous guidance issued in 2005, accidents involving casualties using mobile phones or other personal electronic devices remain a concern. This note offers guidance to mariners regarding the appropriate use of such devices and the associated dangers to themselves, shipmates, and vessels.

1. Mobile Phones and Personal Devices Implicated in Maritime Accidents

1.1 Mobile phones and personal devices have significantly contributed to maritime accidents and incidents, resulting in serious casualties and vessel damage.

1.2 In response to accident investigations and recommendations, the Maritime and Coastguard Agency (MCA) provides guidance on the use of such devices aboard vessels and in port infrastructure.

1.3 This notice addresses the human element risks associated with using personal devices at work.

2. Distraction, Situational Awareness, and Human Ability

2.1 Previous guidance highlighted "distraction" and "loss of situational awareness" as significant causes of maritime incidents.

2.2 Inappropriate use of mobile phones and personal devices poses a major distraction and impairs situational awareness, leading to adverse consequences.

2.3 Operating vessels while using such devices increases cognitive demands, resulting in reduced performance, impaired risk assessment, and other risks.

2.4 Psychological theories, including "inattentional blindness," explain how individuals become distracted, emphasizing the importance of awareness in safety-critical environments.

3. Safe Use of Mobile Phones and Other Devices

For operational purposes:

3.2 Written procedures and protocols should govern device use, particularly during critical operations.

For personal use:

3.6 When making personal calls on duty, ensure colleagues are informed and tasks are covered.
