The Red Ensign Group (REG) of the UK Maritime and Coastguard Agency, in June 2024, amended the Unified Interpretation for the use of Shaft Power Limitation (SHaPoLi) systems on REG ships.
The document provides the Red Ensign Group's (REG) interpretation and requirements regarding Shaft Power Limitation (SHaPoLi) and Engine Power Limitation (EPL) systems to meet Energy Efficiency Existing Ship Index (EEXI) requirements. These systems limit engine power to control carbon emissions. They must adhere to the 2021 guidelines outlined in IMO Resolution MEPC.335(76) and include an Onboard Management Manual (OMM).
Key Points
Power Reserve Usage:
- Definition: Power above the limited level used only for safety, life-saving, adverse weather, piracy, or engine maintenance.
- Activation: Can be overridden by the ship's master or officer in charge when necessary.
- Recording and Reporting: Usage and overrides must be documented in logbooks and reported to relevant authorities.
System Requirements:
- Visual and audible indicators for power limits.
- Alarm for system malfunctions.
- Non-permanent systems needing positive action (e.g., key switch) for overriding.
- Automatic data recording upon reserve usage or power limit exceedance.
- Documentation of use and reactivation required.
Verification and Surveys:
- Reactivation or replacement of the system must be verified by the Recognized Organization (RO).
- Regular checks during MARPOL Annex VI (IAPP) surveys.
Engine Maintenance:
- Defined as occasions requiring power reserve for scheduled engine maintenance and performance testing.
- Usage during maintenance must be recorded and reported similarly to emergency use.
Manoeuvring Information:
- Ships with SHaPoLi/EPL systems must update manoeuvring characteristics on the pilot card, wheelhouse poster, and manoeuvring booklet.
Coastal and Port State Requirements:
- Familiarization with and adherence to local requirements, including those from the US Coast Guard and other authorities.
