UAE: De-registration and cancellation of licenses of supply vessels

The UAE Federal Maritime Administration (FMA) represented by the Ministry of Energy and Infrastructure has issued a circular about the de-registration and cancellation of licenses of supply vessels in the UAE.

This circular was issued on 22 May 2024.

The circular states the following:

De-registration and banning of UAE flag supply vessels: ​

The circular de-registers and bans UAE flag supply vessels from the UAE waters, regardless of ownership. ​

The vessels affected are listed in a table provided in the document, which includes the ship name, IMO number, owner name, and flag. ​

The affected UAE flag supply vessels are: ​

• Gulf Star 1 (IMO number: 9193654) ​
• Energy 1 (IMO number: 7415254) ​
• Sultana 1 (IMO number: 9395862) ​
• Commander (IMO number: 7367055)
• NMS 206 (IMO number: 8016017) ​
• Big Orange (IMO number: 7390296)
• Seashine 1 (IMO number: 7027502) ​
• Sunshine 1 (IMO number: 8207549) ​
• Anna Seabulk (IMO number: 7902063)
• DIVA (IMO number: 7228417)
• Fatima (IMO number: 7915759) ​
• Ali B1 (IMO number: 8218940) ​
• Banning of foreign flag vessels:

The circular also bans certain foreign flag vessels from the UAE waters, regardless of ownership.

The affected foreign flag vessels are listed in a separate table provided in the document, which includes the ship name, IMO number, owner name, and flag. ​

The affected foreign flag vessels are:

• Sunshine 7 (IMO number: 8921327, Flag: Togo) ​
• Ayyan 1 (IMO number: Reg. No: 52121-Pext, Flag: Panama) ​
• Sea Master1 (IMO number: 8965141, Flag: Timorese) ​
• Dolphin 4 (IMO number: 1036458, Flag: Togo) ​

Compliance and consequences:

1. The owners of the mentioned vessels, both UAE flag and foreign flag, must take immediate measures to comply with the circular and sail out from UAE waters, including the exclusive economic zone waters. ​
2. If any of the vessels are found again in the UAE waters under any ownership or flag, they will be referred to the Wreck and Violating Ships Committee for auctioning at a public auction, in accordance with cabinet resolution No. ​ (71) of 2021 regarding wreck and violating ships. ​

Warning and legal actions: ​

1. The Maritime Administration warns maritime companies and agents against dealing with the vessels listed in the circular to avoid legal action. ​
2. The measures taken by the Maritime Administration in this circular do not prevent other parties from taking applicable legal actions against ships violating UAE laws, specifically Federal Law No. ​ (14) of 2017 regarding the trading in petroleum products. ​
