Singapore: Training and certification requirements (IGF Code)

The Maritime and Port Authority of Singapore has issued a circular regarding the training and certification requirements for seafarers and other personnel to serve on board Singapore-registered ships subject to the IGF Code.

Training and certification requirements for personnel on Singapore-registered ships subject to the IGF Code are as follows:

• Before performing shipboard duties, seafarers must receive specific familiarization training on ship and equipment according to STCW regulation I/14, paragraph 1.5.
• Seafarers responsible for safety duties related to fuel on board must hold a basic Certificate of Proficiency (COP) issued by the MPA for ships subject to the IGF Code.
• Candidates applying for the basic COP must complete MPA-approved or accepted basic training as per STCW Code section A-V/3, paragraph 1.
• Seafarers qualified and certified under STCW regulations V/1-2, paragraphs 2 and 5, or V/1-2, paragraphs 4 and 5 for liquefied gas tankers meet the requirements for basic training under section A-V/3, paragraph 1 of the STCW Code.
• Masters, engineer officers, and personnel responsible for fuel and fuel systems must hold an advanced COP issued by the MPA for ships subject to the IGF Code.
• Candidates for the advanced COP must complete MPA-approved/accepted advanced training as per STCW Code section A-V/3, paragraph 2, and have at least one month of approved seagoing service with a minimum of three bunkering operations. Simulator training may replace two of the three bunkering operations.
• Those qualified under STCW standards for liquefied gas tankers meet the requirements for advanced training under section A-V/3, paragraph 2 of the STCW Code if they meet additional criteria.
• IGF COPs issued by the MPA can be revalidated every 5 years through three months of sea service or completion of MPA-approved/accepted refresher training.
• COPs issued by foreign maritime administrations may be recognized by the MPA if they have established STCW certificate recognition mechanisms.
• Applications for IGF COPs can be submitted via Digitalport with required documents.
