The Maritime and Port Authority of Singapore (MPA) has issued a shipping circular regarding the reporting of marine casualties and marine incidents to both MPA and TSIB.
The circular was published on 2 February 2024.
The circular informs ship owners, ISM managers, operators, masters, and agents of Singapore-registered ships or ships in Singapore waters about the need to report such incidents to both the MPA and the Transport Safety Investigation Bureau of Singapore (TSIB). The reporting is required when a Singapore-registered ship is anywhere in the world or when a ship is in Singapore waters.
The document provides examples of marine casualties and incidents that should be reported, including the death or injury of a person, occupational accidents or injuries to seafarers, loss of a person from a ship, loss or abandonment of a ship, material damage to a ship, stranding or disabling of a ship, damage to marine infrastructure, severe or potential damage to the environment, onset of a disease to a person, and detention by foreign authorities or security breaches.
The document also outlines the procedures for initial reporting, including email and telephone contacts, and provides a format for the initial reporting notice.
It further explains the requirements for detailed reporting, which should be completed within 24 hours to the MPA and within seven days to the TSIB, and provides annexes with reporting formats for marine casualties/incidents and security incidents.
The document includes additional instructions and guidance, such as the submission of documents for investigation, reporting to the Ministry of Manpower (MOM) for compensation purposes, and the role and responsibilities of the TSIB in conducting safety investigations.
