Singapore issues a circular about reporting incidents
The Maritime and Port Authority of Singapore has issued a circular about reporting incidents involving Singapore-registered ships (SRS).
The procedures below prioritize the safety of individuals on board and the protection of the marine environment.
Types of incidents to report
Incidents requiring reporting to the MPA include:
- Loss of life, injuries, or diseases to individuals on board
- Occupational accidents affecting seafarers
- Ship loss, abandonment, or presumed loss
- Security breaches and material damage to ships
- Ship collisions, strandings, or disablement
- Damage to marine infrastructure endangering safety
- Environmental damage caused by ships
- Detention by foreign authorities due to non-compliance
Initial reporting
Ship owners, managers, or Masters should report incidents to their company's Safety Management System (SMS) and alert the MPA within two hours for necessary assistance.
Detailed reporting
Within 24 hours, detailed reports using specific annexes (A, B, or C) must be completed. Reports should be emailed to shipping@mpa.gov.sg, mmo@mpa.gov.sg, marine@mpa.gov.sg, and ivd@mpa.gov.sg. Security incidents require an additional email to shipalert@mpa.gov.sg.

This circular was issued on 26 June 2023 and supersedes Shipping Circular No. 8 of 2021.
