Singapore informs bunker suppliers and operators of the new requirement

The Maritime and Port Authority of Singapore on 16 October 2023 issued a circular informing licensed bunker suppliers and operators in Singapore's Port of the new requirement to include a Proof of Sustainability (POS) from an approved scheme with the Bunker Delivery Note when supplying biofuels to vessels.

Refer to PMC 21 of 2022, which encourages providing ISCC-certified biofuel within the Port of Singapore.

The 80th session of the International Maritime Organization's Marine Environment Protection Committee approved interim guidance for using biofuels, effective from October 1, 2023, as per MEPC.1/Circ.905:

Starting October 1, 2023, MPA-licensed bunker suppliers must provide a POS or equivalent documentation along with the Bunker Delivery Note upon request.

Bunker suppliers must also send a copy of this documentation to MPA for random inspections.

This notice is temporary until an international method for calculating Emission Conversion Factors is developed.
