Singapore: Advance Immigration Clearance for Arriving Sea Crew on Vessels

The Maritime and Port Authority of Singapore (MPA) on 23 November 2023 released a notice regarding the Advance Immigration Clearance (AIC) for Arriving Sea Crew on Vessels.

The Immigration and Checkpoints Authority (ICA) of Singapore emphasizes compliance with Advance Immigration Clearance (AIC) requirements for arriving sea crew.

Crew may have AIC In-Principle To Land (AIC-IPL) or AIC Not To Land (AIC-NTL).

For AIC-IPL, crew seeking shore leave/sign-off must visit designated ICA checkpoints or Crew Clearance Offices.

They need a valid travel document and must submit SG Arrival Card applications.

E-Landing Passes/e-Special Passes issuance is subject to immigration entry requirements.

Crew with AIC-NTL must stay on board unless ICA approves the upliftment of their status.

Shipping entities should deter NTL crew from disembarking and, if necessary, apply for status upliftment via ICA CREW Administrator.

Approved crew must follow the same process as AIC-IPL for disembarkation.

Non-compliance with AIC-IPL or NTL conditions may lead to prosecutorial actions and potential suspension or revocation of shipping agents/masters/owners/charterers CREW accounts.
