The Ministry of Transport of the Russian Federation has sent an Information Letter to be circulated by IMO, as Circular Letter No.4535, regarding the operation of the Russian seaports.
The Letter states that seaports of the Russian Federation operate normally. The clearance of entry of ships into and leaving from the seaports of the Russian Federation is carried out irrespective of nationality of ships and in accordance with international rules and the legislation of the Russian Federation.
The requirements to ship's crews are applied irrespective of nationality of ships and nationality of crew members on non-discriminatory basis, including with respect to crew members having the nationality of Ukraine, taking into account the provisions of the International Convention for the Safety of Life at Sea 1974, International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, International Maritime Labour Convention 2006 and other applicable international regulatory instruments.
