Rules and regulations on marine accident investigations of Panama-flagged vessels

The Panama Maritime Authority has released a merchant marine circular (MMC-184) setting rules and regulations on marine accident investigations of Panama-flagged vessels.

This circular applies to all Recognized Organizations, marine safety inspectors, owners, operators, masters, crew members, and officers involved in a marine accident or incident.

Failure to comply with duties and obligations to cooperate with investigations or inform authorities of marine accidents or incidents may result in sanctions.

The General Directorate of Merchant Marine establishes procedures to carry out adequate investigations, including administrative restrictions against Panamanian registered vessels involved in marine casualties or incidents.

The Maritime Affairs Investigation Department must be notified immediately of any marine casualties or incidents involving Panamanian registered vessels or foreign vessels within Panamanian jurisdictional waters.

Resolution No.106-33-DGMM of May 23rd, 2022 is significant for Panama's approval of Rules and Regulations pertaining to Marine Casualties and Labour Complaints investigations.

This circular was released on 1 October 2023 and replaces MMC-31, MMC-32, MMC-33, and MMC-37.
