The Directorate General of Shipping, India has issued a circular on implementing revised competency examination procedures.
This circular was published on 1 July 2024.
Background:
- Performance Monitoring: DGS has been monitoring the performance and absenteeism of candidates in competency exams.
- Absenteeism Concern: Approximately 40% absenteeism in written exams and 20% in oral exams.
- Meeting Held: Chief Examiner convened a meeting with maritime training institutes and relevant bodies to address the issue.
Decisions Taken:
- Revocation of Previous Circular: Nautical Wing/Examination Circular No. 1 of 2012 is revoked, abolishing the star system.
- Fresher Candidates: Can book one or more subjects based on preparedness; no need to book all subjects/functions in the first attempt (modifies Circular No. 13 of 2022).
- Oral Exam Absentees: Must observe a minimum one-month break before the next attempt if they fail to appear.
- Repeater Candidates: Can book one or more written subjects or oral functions of their choice during any attempt.
- If a candidate fails a written examination, they cannot book the corresponding oral examination until they pass the written one.
Compliance:
- Immediate Effect: Revised procedures must be followed by all candidates and the Mercantile Marine Departments immediately.
