Republic of the Marshall Islands minimum safe manning certificates

The Republic of the Marshall Islands Maritime Administrator has issued a marine safety advisory about the minimum safe manning certificates.

This marine safety advisory was issued on 23 April 2023 and is addressed to all owners, operators, masters, nautical inspectors, and recognized organizations.

On 30 November 2011, the International Maritime Organization (IMO) adopted Resolution A.1047(27), Principles of Minimum Safe Manning, which revokes Resolution A.890(21).

The Principles of Minimum Safe Manning consist of Guidelines for the application of principles of safe manning; Guidelines for determination of minimum safe manning; Responsibilities in the application of principles of minimum safe manning; Guidance on contents and model form of minimum safe manning document and Framework for determining minimum safe manning, as set out in Annexes 1, 2, 3, 4, and 5, respectively, to the present resolution.

Although Republic of the Marshall Islands Minimum Safe Manning Certificates (MSMCs) issued prior to 30 November 2011 reference IMO Resolution A.890(21), the applicable resolution at that time, such MSMCs are still valid and are in compliance with the provisions of the new Resolution A.1047(27).

A re-issuance or replacement of pre-existing MSMCs will not be necessary until such time as circumstances would require the issuance of a new MSMC.

A copy of this Marine Safety Advisory must be kept onboard the ship with any MSMC issued prior to 30 November 2011 for verification purposes.
