PRS amended Parts I and VIII of the Rules for the Classification and Construction of Sea-Going Ships

The Polish Register of Shipping (PRS) has released the amendments to Part I and Part VIII of the Rules for the Classification and Construction of Sea-Going Ships.

These amendments have been released on 19 June 2023 and are effective from 1 July 2023.

Part I Classification Regulations

Scope

1.1 Scope of Application includes the following ships that are designated to operate in non-Arctic seas:

1.1.1 The Rules for the Classification and Construction of Sea-going Ships apply to ships that are 24 meters in length and above, regardless of the navigation area.

They also apply to ships that are less than 24 meters in length but intended for navigation in unrestricted areas, with the exception of seagoing yachts.

Additionally, the rules apply to oil tankers, chemical tankers, and gas tankers, regardless of their length and navigation area.

Furthermore, passenger ships that are less than 24 meters in length and engaged in international voyages are also included.

1.1.2 This Part of the Rules applies to both new and existing ships. When referring to the ship's age in the rules, it is determined based on the date of build.

1.1.3 Upon agreement with PRS (Polish Register of Shipping), the Rules may also be applied to the classification of ships that are not mentioned in section 1.1.1.

Part VIII Electrical Installations and Control Systems

Application

1.1.1 of Part VIII focuses on electrical installations and control systems in sea-going ships that are subject to PRS survey. It also applies to specific types of equipment, systems, and components mentioned in 1.3.

Additionally, it is advised that the relevant requirements of Part VIII should extend to electrical equipment installed on ships not specified in 1.3.2 and 1.3.3.

Furthermore, besides the requirements stated in this section, the electrical equipment must comply with the national or international standards indicated by PRS.

In certain justified circumstances, PRS has the authority to waive or extend the requirements of this section, such as when implementing innovative solutions.

Survey of Electrical Installation in Ship

1.3.2.1: The PRS survey during installation on board a ship covers various types of equipment and systems.

These include electrical propulsion plants, main and emergency power sources (including transitional sources), power and lighting transformers, electric power converters used in listed equipment, distribution gear, control and monitoring panels, electric drives for essential machinery, steering gear, controllable pitch propellers, windlasses, winches, compressors, pumps, watertight doors, fire doors, smothering systems, ventilating fans, main and emergency lighting, navigation lights, engine-room telegraphs, internal service communication, general alarm systems, fire detection signaling and warning systems, door signals, electrical equipment in hazardous rooms, cabling, earthing devices on oil tankers, lightning conductors, electric drives of refrigerating machinery, electrical heaters, heating appliances, propulsion control systems, safety systems, automatic control systems, machinery alarm systems, control systems of steam boilers, temperature/pressure/viscosity regulation systems, and other machinery and facilities as required by PRS.

1.3.2.2: PRS classification survey on board the ship also encompasses all automatic systems that control or monitor machinery, equipment, or installations subject to PRS survey, as per the provisions in this Part of the Rules.

1.3.2.3: PRS conducts surveys on electrical equipment intended for domestic, living, and technological applications within the following scope: assessing the impact of this equipment's operation on the ship's electric network parameters, determining suitable cable types, sections, and routing methods, and ensuring proper means of protection, insulation, and earthing.
