The Directorate General of Shipping, India has published a merchant shipping notice regarding the implementation and enforcement strategy for fulfilling India's IMO treaty obligations.

This document is a strategy document on the implementation and enforcement of mandatory instruments of the International Maritime Organization (IMO) towards fulfilling India's treaty obligations. The document outlines the vision and mission statement of the ministry, as well as the strategic action plan for the period of 2023-24 to 2029-30.
The focus areas of the strategy include the implementation of IMO conventions, flag state responsibility, coastal state responsibility, port state responsibility, representing India at various international forums, reporting and communication, cooperation and technical assistance, alignment with international standards, and continuous improvement and adaptation.
The action plan includes timely adoption of IMO conventions, capacity building and training, active representation and participation at IMO, information exchange, implementation of IMO conventions, codes, and guidelines, continuous improvement, and international collaboration beyond IMO.
The document also highlights the monitoring and evaluation process, including key performance indicators, assessment, and review. It provides a list of acting and monitoring agencies for flag, coastal, and port state responsibilities, a review of the legislative framework and enforcement structure, a list of records maintained under the III-Code, and qualifications and capacity building of officers and assistants.
