Panama revises MMC-343: January 2025 updates

The Panama Maritime Authority has introduced key updates to Merchant Marine Circular MMC-343 to enhance clarity and ensure alignment with international maritime regulations. The latest modifications are summarized below:

1. References and Structure Updates

  • Paragraph 1: Updated to refine references to the 1978 STCW Convention and the latest version of IMO Circular MSC.1/Circ.1163.
  • Paragraph 2: Adjusted to provide improved detail, now renumbered as Paragraph 3 for structural consistency.

2. New Paragraphs Added

  • Paragraph 2 (New):
    Introduced to expand on the scope and purpose of the circular, emphasizing the application to stakeholders managing Panamanian-flagged vessels. This includes requirements for seafarers, ship operators, training centers, and other relevant entities to ensure adherence to updated procedures.
  • Paragraph 4 (New):
    Highlights the PMA’s authority to impose restrictions or demand additional supporting documentation for the endorsement of Certificates of Competency (CoC) and Certificates of Proficiency (CoP). This measure is aimed at ensuring that certificate holders meet the required competencies for their roles aboard Panamanian-flagged vessels.

3. Emphasis on Competency Standards
