Panama published a circular regarding the Principles of Minimum Safe Manning

The Panama Maritime Authority has published a merchant marine circular regarding the Principles of Minimum Safe Manning.

SOLAS Chapter V regulation 14 mandates governments to ensure ships are properly manned for safety at sea.

Panama flagged Passenger and Cargo Vessels over 200 GRT have required Minimum Safe Manning Certificates since 1983, extended to Offshore Drilling Units and Supply Vessels in 1986 and 1987.

Resolutions have updated Minimum Safe Manning Certificates, aligning with SOLAS amendments effective from January 1, 2014.

Panama's Rules for Minimum Safe Manning Certificates underwent a review in December 2021.

The updated rules apply to various vessel types, while certain exemptions exist under coastal state regulations.

For vessels under Lay-Up Special Registry, Minimum Safe Manning can be reduced.

New forms and requirements for Minimum Safe Manning Certificates are available on the Panama Ship Registry website.

The administration can amend Minimum Safe Manning Certificates based on STCW Amendments.

Companies determine the need for Electro-technical Officers (ETO) onboard under STCW Regulation I/14.

This circular was issued on 1 September 2023 and supersedes MMC-21, MMC-43, MMC-65, MMC-73, MMC-78, and MMC-80.
