The Panama Maritime Authority has released a merchant marine circular about the 2004 Ballast Water Management Convention.
This circular was released on 1 August 2023.
It notifies Panama's accession to the 2004 Ballast Water Management Convention, which became effective on 8 September 2017, following submissions and resolutions.
It also offers compliance guidance for Panama's adoption of the Ballast Water Management Convention in 2016 (Law No. 41) and related IMO Resolutions and Circulars.
The circular provides guidance on amending Regulation B-3 of the Convention, slated for adoption at MEPC 72 in April 2018.
It also addresses a draft MEPC resolution to determine the effective date of the amended Regulation B-3.
MEPC recommends immediate implementation after the Convention's entry into force to avoid dual treaty regimes.
