Panama has issued a circular on the Certificate of Liability for Oil Pollution Damage

The Panama Maritime Authority has issued merchant marine circular MMC-241 referring to the Certificate of Liability for Oil Pollution Damage, 1992 (CLC 92).

Purpose

This Circular aims to notify Panamanian Ship Registry users about updated guidelines for efficiently obtaining or renewing the Certificate of Liability for Oil Pollution Damage (CLC’92) to ensure top-quality service.

Scope

Applies to all users of the Panamanian Ship Registry.

Applicability

Owners of Republic of Panama-registered ships carrying over 2,000 tons of oil as cargo must adhere to the International Convention on Civil Liability for Oil Pollution Damage, 1992, maintaining insurance or financial security per Article VII.

Starting March 1, 2017, applications must be submitted via http://certificates.amp.gob.pa/certificates.

Ensure the Blue Card and proof of payment to Segumar Miami Office or the Central Office in Panama are available. The certificate costs $100.00.

Acceptable Blue Cards are those issued by the Approved Insurance Companies listed in Merchant Marine Circular No. MMC-202.

Certificates will be issued electronically; original signed documents are no longer required.

Certificates of Insurance or Financial Security for Civil Liability for Oil Pollution Damage (CLC) issued before March 1, 2017, remain valid until their expiration date.

This merchant marine circular was issued on 1 November 2023 and replaces the circular No. MMC-22.
