Panama: Application of Annex 14 of the Code of Safe Practice for Cargo Stowage and Securing

The Panama Maritime Authority has released a merchant marine circular (MMC-340) on the application of Annex 14 of the Code of Safe Practice for Cargo Stowage and Securing (CSS Code).

Purpose

This Merchant Marine Circular aims to provide guidance to shipowners, operators, masters, and recognized organizations regarding the application of the new Annex 14 of the CSS Code for container-carrying ships. It pertains to ensuring safe working conditions for securing containers on deck.

Scope

This circular applies exclusively to Panamanian Registry Vessels.

Regarding MSC.1/Circ.1352/Rev.1 dated December 15, 2014, adopted by this Administration through Resolution No. 106-OMI-179-DGMM on October 20, 2016, and its application:

  1. New container ships, keels laid on or after July 1, 2017, must fully adhere to the new Annex 14 of the CSS Code.
  2. Existing container ships, whose keels were laid or were at a similar stage of construction before July 1, 2017, must apply specific sections of the new Annex 14 from their first Safety Construction Certificate survey on or after July 1, 2018.
  3. Shipowners and operators of existing ships should implement relevant guidance from the new Annex 14, specifically Section 6 (Design) and Section 7.2 (Operational Procedures), to the extent feasible. Existing ships, laid before July 1, 2017, must meet specific safety requirements by their first scheduled dry-docking on or after July 1, 2018, but no later than July 1, 2023.

These safety requirements include provisions for:

  • Safe working platforms with fencing.
  • Adequate working space for lashing operations.
  • Non-slip surfaces on deck.
  • Clearly marked walkways.
  • Highlighted trip hazards.
  • Adequate handholds and access safety features.
  • Proper stowage of lashing gear and materials.
  • Illumination considerations.
  • Lashing rod length requirements.
  • Personnel training for cargo operations.
  • Encouragement to include a cargo safe access plan.

Additionally, Recognized Organizations (ROs) are advised to inform shipowners about possible differing requirements imposed by port and terminal operators, and shipowners should inquire with the relevant port authorities for any additional requirements.

This circular was released on 1 October 2023 and replaces MMC-42.
