Notice on SOLAS Chapter XI-1 published by Isle of Man

The Isle of Man Ship Registry published a Manx Shipping Notice (MSN 029) regarding SOLAS Chapter XI-1.

This notice was published on 12 January 2024.

Introduction:

  • SOLAS Chapter XI-1 consists of seven regulations, each addressing different aspects of maritime safety and security.
  • The notice focuses on Regulations 2, 3, 5, and 7, as they are considered relevant to ship operators.

Regulation 2 – Enhanced Surveys:

  • Regulation 2 adopts the 2011 ESP Code, providing a framework for enhanced inspections during statutory surveys of Bulk Carriers and Oil Tankers.
  • The ESP Code doesn't introduce additional surveys but enhances the inspection of hull and structure during existing surveys.
  • Compliance with the ESP Code is delegated to Recognized Organizations, and ship operators must collaborate with these organizations to develop specific survey programs.

Regulation 2-1 - Harmonization of Survey Periods:

  • For cargo ships not subject to Regulation 2, Regulation 2-1 introduces the Harmonised System of Survey and Certification (HSSC).
  • HSSC aims to harmonize survey requirements of SOLAS I Regulation 10, providing a systematic approach to surveys.

Regulation 3 – Ship Identification Number:

  • All cargo ships of 300gt and above and all passenger ships of 100gt and above must hold an IMO number.
  • The IMO number, a unique seven-digit identifier, remains with the ship throughout its life, ensuring an independent audit trail for all vessels.

Regulation 3-1 - Company and Registered Owner Identification Number:

  • Applies to companies and registered owners managing ships of 100gt and above on international voyages.
  • Requires obtaining an identification number according to MSC.160(78) - ‘IMO Unique Company and Registered Owner Identification Number Scheme.’

Regulation 5 – Continuous Synopsis Record (CSR):

  • Mandatory for passenger ships and commercial vessels (500gt or above) on international voyages.
  • CSR is an on-board record containing essential information such as the vessel’s history, ownership details, and safety-related certificates.
  • The notice emphasizes the importance of regular verification of CSR contents by vessel masters and operators.

Regulation 7 – Atmosphere Testing Instrument:

  • Mandatory for all passenger ships and commercial vessels (500gt or above).
  • Requires portable atmosphere testing equipment for enclosed spaces, capable of measuring oxygen, flammable gases, hydrogen sulfide, and carbon monoxide.
  • Calibration procedures, either on board or ashore, must adhere to the manufacturer's instructions.
