The Norwegian Maritime Authority (NMA) has issued a circular regarding the early application of amendments to Appendix IX of MARPOL Annex VI.
Purpose
The purpose of Instructions to Class (IC) 1-2023 is to instruct ROs to collect and report data according to amended Appendix IX to MARPOL Annex VI adopted by Resolution MEPC.362(79) from 1 January 2024.
Application
IC 1-2023 applies to Norwegian registered ships subject to Regulation 27 of MARPOL Annex VI.

Background
Resolution MEPC.362(79) contains amendments to Appendix IX to MARPOL Annex VI regarding information to be submitted to the IMO Ship Fuel Oil Consumption Database according to Regulation 27 of MARPOL Annex VI.
The new information that shall be reported relates to the new regulations on the carbon intensity of shipping and includes the following parameters:
- Year of delivery;
- Attained EEXI;
For ships to which regulation 28 of MARPOL Annex VI applies:
- Applicable CII;
- Required annual operational CII
- Attained annual operational CII before any correction;
- Attained annual operational CII;
- Operational carbon intensity rating
- CII for trial purpose (on a voluntary basis)
Resolution MEPC.362(79) will enter into force 1 May 2024. However, the resolution invites the Parties to consider the early application of the amendments to appendix IX with regard to information to be submitted to the IMO Ship Fuel Oil Consumption Database from 1 January 2024.
The new parameters could provide useful for the review of the short-term measure that is to be conducted by 1 January 2026, especially in reviewing the effectiveness of the short-term measure in reducing the carbon intensity of international shipping.
Hence, the NMA applies the amended Appendix IX of MARPOL Annex VI adopted by MEPC.362(79) from 1 January 2024.
Item
From 1 January 2024, ROs shall apply the amended Appendix IX to MARPOL Annex VI as adopted by MEPC.362(79) when collecting and reporting data from ships subject to Regulation 27 of MARPOL Annex VI.
