MGN 691 (M), updated on 9 January 2024, brings to light mandatory training requirements in the use of Electronic Chart Systems and Radar for personnel on UK registered small vessels. This guidance is a significant update, aligning training with the latest maritime technological advancements and operational needs.
New Training Requirements Overview
Following the introduction of Workboat Code Edition 3, the MCA has developed the Small Ships Navigation and Radar course, tailored for small commercial vessels. The course now comprises two key modules: Small Ships Electronic Charting Systems and Bridge Watchkeeping, and Small Ships Radar & Meteorology.
Course Structure: Modular Approach
The course's modular structure offers flexibility, allowing Masters and crew to complete either individual modules or the full course based on their specific roles and responsibilities. The course content is designed to accommodate both paperless and traditional navigation practices.
Implementation and Compliance
All Masters and crew members involved in navigation or responsible for radar operations must complete the relevant modules from 13 December 2023. This applies to vessels certified under Workboat Code Edition 3.
Accepted Alternative Qualifications and Transitional Arrangements
The MGN also outlines alternative qualifications and transitional arrangements for Masters and crew who have completed training under previous editions of the Workboat Code.
Conclusion
MGN 691 (M) represents a significant step in ensuring that Masters and crew of UK registered workboats and pilot boats are adequately trained in modern navigation and radar technology. This initiative not only enhances maritime safety but also ensures compliance with the latest industry standards.
