The Republic of the Marshall Islands Maritime Administrator has issued Marine Safety Advisory No. 11-24, dated December 2, 2024, to inform Owners, Operators, Masters, Nautical Inspectors, and Recognized Organizations of the requirements related to the Russian Price Cap Policy for tank vessels.
Key Requirements:
Owners and agents of all tank vessels registered in the Marshall Islands are reminded of the mandatory obligation to submit an attestation to the Maritime Administrator whenever Russian oil—whether crude or petroleum products—is lifted or loaded onto these vessels. This attestation must be submitted within 30 days of the lifting or loading operation.
This requirement has been in effect since February 19, 2024. Any missed submissions since this date must be completed as soon as possible through the dedicated platform available at https://price-cap.register-iri.com. Moving forward, it is essential to adhere to the 30-day submission deadline to ensure compliance.
Penalties for Non-Compliance:
Failure to submit the required attestations on time can lead to serious consequences, including penalties and the possible cancellation of the vessel’s Certificate of Registry.
