Marshall Islands: minimum safe manning requirements for vessels
The Republic of the Marshall Islands Maritime Administrator has issued a marine notice about minimum safe manning requirements for vessels.
The document was published on 01 May 2023.
This notice outlines the guidelines and regulations governing the appropriate staffing levels, ensuring safety, for vessels registered under the Republic of the Marshall Islands (RMI) flag.
It replaces the previous revision from September 2021. Notably, Section 3.10 has been modified to clarify that Minimum Safe Manning Certificates issued before November 30, 2011, in compliance with IMO Resolution A.890(21), remain valid.
The document outlines specific requirements for different aspects of safe manning and provides guidelines for determining minimum safe manning levels. It also discusses procedures for obtaining Minimum Safe Manning Certificates (MSMCs) and the application process.
Also, two appendices have been included in this document:
- APPENDIX A – RMI Minimum Safe Manning Levels
- APPENDIX B – Reductions from Basic Manning Levels
This Notice applies to all vessels flagged with, and seafarers certificated or documented by the RMI.
