Marshall Islands issues a safety advisory about the corruption in ports
The Republic of the Marshall Islands Maritime Administrator has issued a marine safety advisory about the corruption in ports.
This document was published on April 1st, 2023. It is addressed to all ship owners, operators, masters, nautical inspectors, and recognized organizations.
The Republic of the Marshall Islands Maritime Administrator (the “Administrator”) has joined the Maritime Anti-Corruption Network (MACN) as an Associate Member. MACN’s goal and that of its members is to work towards eliminating maritime corruption, particularly in the interface between ship and port.
To support this goal the Administrator is providing the following:
Real Time Reporting
If a vessel encounters a corrupt practice in port and would like to report it to the Administrator, the Master, ship owner or ship operator may:
.1 email: nocorruption@register-iri.com; and
.2 for urgent situations also contact the Duty Officer by:
- email: dutyofficer@register-iri.com; or
- phone: +1 571 441 1885.
Information that should be transmitted is:
.1 the country and port (or place) the incident has occurred; and
.2 the demand being made (examples are cigarettes, soda drinks, alcohol, a small cash payment, a large cash payment, sundries, miscellaneous items, presents, or unjustified fees).
Information Sharing
Confidentiality
In all cases, the Administrator will ensure that information is anonymized prior to sharing it with any outside entities.
Reporting after an Incident
.1 MACN Members: Report corrupt practice demands directly to MACN through its anonymous incident reporting system at: https://macn.dk/incident-reporting/.
MACN provides feedback on this reporting to its members.
.2 Non-MACN Members: Reports should be made to the Administrator at:
nocorruption@register-iri.com, using form MI-360. The information will be
anonymized and analyzed for trends. Reports may also be made to MACN using
their anonymous incident report system at: https://macn.dk/incident-reporting/.
MACN does not provide feedback to non-members.
Periodic Reporting
.1 All RMI-flagged vessel owners and operators may advise the Administrator periodically (quarterly suggested) on corrupt practice demands involving their vessels. This information will be used in current and future deliberations on maritime corruption taking place at the International Maritime Organization and in continued dialog with MACN.
.2 Reports may be provided in a consolidated spreadsheet. They should be emailed to the Administrator at: nocorruption@register-iri.com.
