Mandatory submission of Maritime Declaration of Health for vessels arriving in Singapore
The Maritime and Port Authority of Singapore (MPA) released Port Marine Circular No. 09 of 2024 on September 3, 2024. The circular is addressed to the harbour craft community, pleasure craft operators, and the broader shipping industry. It highlights the updated requirements from the National Environment Agency (NEA) concerning the submission of the Maritime Declaration of Health (MDH) for vessels arriving in Singapore.
According to the circular, all vessels arriving in the Port of Singapore must submit the MDH to NEA's Port Health Office. This submission is mandatory and must be completed at least 12 hours before the vessel’s scheduled arrival. The Maritime Declaration of Health is a crucial document that contains information regarding the health status of those on board, including crew members and passengers. This requirement ensures that Singapore's port authorities can monitor and manage any potential public health risks posed by incoming vessels.
Attached to the circular is Annex A, which includes the NEA's Port Health Office circular and the MDH form that vessels must use for submission. The circular also provides contact information for the Port Health Office, allowing parties to direct any inquiries about the MDH process.
