Malaysia issues notice about the issuance of a Blue Card Certificate

Marine Department Malaysia has issued a shipping notice about the issuance of a Blue Card Certificate.

This notice was published on March 10th, 2023, and is addressed to ship owners, ship managers, ship agents, masters, seafarers, port operators, recognized organizations, and the maritime industry.

This notice applies to all Malaysian and foreign ships operating in Malaysian waters and foreign ships entering Malaysian ports.

This notice serves to inform that Malaysia Marine Department has recognized P&I Clubs and Insurance Service Provider Companies to issue the Insurance Certificate (Blue Card) “International Convention on Civil Liability for Oil Pollution Damage,
1992)” (CLC 1992), “International Convention on Civil Liability for Bunker Oil Pollution Damage, 2001” (BCC 2001), and “Nairobi International Convention on The Removal of Wreck, 2007” (WRC 2007).

Details on the application and compliance with the issuance of Insurance Certificate (Blue Card) CLC 1992, BCC 2001, and WRC 2007 can be found in Annex 1.

The list of IG P&I Clubs, Non-IG P&I Clubs, and Insurance Security Providers Complying with Financial Services Exemption Order (FSEO) For Ships Operating in Malaysian Waters can be found in Annex 2.

The issuance of an Insurance Certificate (Blue Card) by any P&I Club or Insurance Service Provider Company which is not listed will not be valid for the issuance of the CLC 1992, BCC 2001, and WRC 2007 Certificate of Insurance by the Malaysia Marine Department.
