Liberia updates guidelines for hazardous materials inventory and ship recycling
Liberia Maritime Authority, on March 22nd, 2023, issued a note updating the guidelines for hazardous materials inventory and ship recycling.
This Marine Operations Note supersedes Marine Operations Note 08/2022.
This document provides information and practical guidance for shipowners, operators, recognized organizations, and masters on a cost-efficient, streamlined, and quality-focused approach to the development and maintenance of inventories of hazardous materials (hereinafter referred to as “the IHM”) in accordance with Regulation 5 of the Hong Kong Convention and Article 12 of the EU Ship Recycling Regulation (EUSRR); and issuance of the International Ready for Recycling Certificate in accordance with Regulation 11 of the Hong KongConvention.
In relation to Marine Operations Note 08/2022, the following changes have been included:
- a. ROs shall also issue an Interim Statement of Compliance/International Certificate on IHM upon transfer of flag to Liberia and upon any changes to the existing Statement of Compliance on IHM.
- b. The survey report and IHM Part I is to be submitted along with the Interim Statement of Compliance/International Certificate on IHM.
- c. IHM Expert Companies used for maintaining and updating the IHM Part I shall be accepted by the Administration.
