Liberia released a note about the reporting of ship fuel oil consumption data and annual operational CII

Liberia Maritime Authority on 2 October 2023 released an advisory note about the reporting of ship fuel oil consumption data and annual operational Carbon Intensity Indicator (CII).

The purpose of this Advisory is to inform all Shipowners, Operators, and Masters that within three (3) months after the end of 2023 (i.e. from January to March 2024) and each subsequent calendar year, each ship of 5,000 gross tonnage and above engaged in international voyages, which falls into one or more of the twelve (12) categories of ship type in reference (e) shall report to a Verifier listed in the updated Appendix 1 of the same reference the attained annual operational CII along with the aggregated value for each datum (fuel oil consumption data for each ship of 5,000 gross tonnage and above engaged in international voyages) specified in Attachment 4 of reference (c) via electronic communication and using the standardized format in Attachment 5 of reference (c).

In the event of the transfer of a ship from this Administration to another, the Shipowner/Operator shall on the day of completion of the transfer or as close as practical thereto report to the verifier, the fuel oil consumption data for the period of the calendar year corresponding to this Administration, as specified in Attachment 4 of reference (c).

In the event of a change from one Company to another, the Shipowner/Operator shall on the day of completion of the change or as close as practical thereto report to the verifier, the fuel oil consumption data for the portion of the calendar year corresponding to the Company, as specified in Attachment 4 of reference (c).

The verifier shall verify the fuel oil consumption data and annual operational CII, as applicable, taking into account the Guidelines developed by the Organization in reference (d), and submit the verified data and annual operational carbon intensity to the Administration using the web-service to be upgraded for this purpose.

From 1 October 2023, the Verifiers shall submit the verified aggregated value for each datum specified in Attachment 4 of reference (c) along with the verified attained annual CII, when applicable, using JSON or XML format as it will not be possible to submit data for the 2022 reporting year using the current format.

Verifiers intending to submit data for the 2022 reporting year should contact the Administration at Planapproval@liscr.com with the data using the standardized format in Attachment 5 of reference (c).

The new reporting scheme has the following changes compared to previous years:

  1. Year of delivery (voluntary field to ease transition).
  2. EEXI (voluntary field).
  3. Multiple fields for CII (mandatory field for CII type to specify type of CII, i.e. ‘AER’, “cgDist” or ‘not applicable’; voluntary field for CII with and without corrections).
  4. Multiple fields for voluntary reporting on operational measures.
  5. List of fuels to include ‘Ethane’.

The purpose of keeping the field for CII voluntary is because CII only needs to be reported after the end of each calendar year and is also only applicable to the twelve (12) ship types.

Therefore, Verifiers are required to determine if CII is applicable to each ship prior to submitting data to the Administration.

The disaggregated data that underlies the reported data for the previous calendar year shall be readily accessible for a period of not less than 12 months from the end of that calendar year.

Upon satisfactory review, for reported data corresponding to the year 2023 and for each subsequent calendar year, or periods thereof, the Administration will issue a Statement of Compliance related to fuel oil consumption reporting and operational carbon intensity rating to the ship no later than five months from the end of that calendar year; and for reported data corresponding to a portion of the year, the Administration will issue a Statement of Compliance related to fuel oil consumption to the ship at that time.

The Administration will transfer the reported data to the IMO Ship Fuel Oil Consumption Database via electronic communication and using a standardized format developed by the Organization no later than one month after issuing the Statements of Compliance.

This Marine Advisory 25/2023 supersedes Marine Advisory 02/2020.
