Liberia Maritime Authority published a marine advisory regarding the dispensation for Master or Chief Engineer in circumstances of force majeure.
The advisory was published on 17 October 2023.
The purpose of this Marine Advisory is to provide information to shipowners, operators, and seafarers in the event a Master or Chief Engineer needs to be disembarked due to circumstances of force majeure, and there is insufficient time to provide a replacement onboard the vessel.
In accordance with Article VIII of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention), as amended, and Liberia Maritime Regulation 10.292(6)(b), the Administration may issue a temporary license to the Chief Officer/Second Engineer to temporarily serve as Master/Chief Engineer for the shortest period of time. The promoted Chief Officer or Second Engineer must have at least six (6) months of experience in their respective capacities. A dispensation for the vacant Chief Officer or Second Engineer position will be required.
Shipowners/Operators should contact seafarers@liscr.com to obtain a temporary license, which costs $125.00, for the Master/Chief Engineer, providing the following information:
a) Copy of present Liberian license;
b) Copy of national COC including STCW endorsement page showing any limitations,
c) Copy of national passport, and
d) DPA must provide written confirmation that the Chief Officer/Second Engineer can be temporarily promoted to Master/Chief Engineer.
