India issues social media policy framework

The Directorate General of Shipping, India has published DGS circular No. 12 of 2024 on social media policy.

This circular was published on 9 May 2024.

The policy defines social media broadly, encompassing collaborative projects, blogs, microblogs, content communities, social networking sites, virtual game worlds, and virtual social worlds.

For government officials engaging on social media, the policy outlines principles such as ensuring clear identification, obtaining authorization for engagement, maintaining relevance in discussions, upholding professionalism, being open to criticism, adhering to rules and regulations, and respecting privacy and laws.

Guidelines provided for government organizations emphasize objectives such as soliciting feedback, reinforcing public policy messages, fostering interactions, building brand presence, and raising awareness and educational initiatives.

Organizations are given the flexibility to select existing platforms or establish their own, with considerations including duration, consultation type, scope, and compliance with legal frameworks.

A structured social media governance framework is deemed essential for ensuring accountability and oversight over official accounts, with attention given to resource allocation, defined roles and responsibilities, and policies for content creation and moderation.

Emphasis is placed on records management, legal compliance, and adherence to established guidelines and policies.

Integration of social media into daily operations, consistent content sharing, and promotion of social media activities through traditional media channels are integral components of the communication strategy outlined in the policy.

Social media monitoring and analysis are highlighted as valuable tools for understanding public sentiment and engaging effectively with stakeholders.
