The Directorate General of Shipping, India has issued a circular on the training for the nautical Certificate of Competency.
The Directorate, in DGS Circular No. 01 of 2018 on 13.02.2018, stated that candidates with CoCs issued or upgraded under STCW 2010 amendments do not need to undergo mandatory revalidation or Refresher and Updating Training (RUT) for nautical CoCs.
The Directorate, through MS Notice No. 07 of 2023 on 14.06.2023, replaces previous notices and mandates revalidation of Nautical grade CoCs as per Rule 1 (l)(c) of MS (STCW) Rules 2014.
The Directorate, in Engineer Circular No. 143 of 2018, has issued guidelines for the 'Refresher and Updating course for Revalidation of Marine Engineer Officers' CoCs under STCW 78, 2010 Manila Amendments. Maritime Training Institutes can apply online for course approval.
As per MS Notice No. 7 of 2023, Maritime Training Institutes approved for the 'Refresher and Upgrading Training Course' for STCW 1995 amendments are automatically approved for the new 3-day Revalidation Training Course for Masters and Deck Officers.
Following discontinuation by the Nautical Wing of the Directorate in 2018, MTIs previously conducting RUT courses for nautical CoC revalidation saw their courses lapse as per DGS Order 5 of 2016.
The Directorate found no MTIs with current approval for the RUT course, which is now a new 3-day course with 24 hours duration.
The Nautical Branch, in MS Notice No. 07 of 2023 on 14.06.2023, announced that the Revalidation Course for Masters and Deck Officers' CoCs will be effective from 1st August 2023.
The Directorate requires MTIs to reapply for course approval, subject to document verification by respective MMDs by 31.01.2024.
Non-compliance may result in action as per DGS Order 5 of 2016. The compliance responsibility lies with MTIs, and approval will follow a specific procedure.
Course code: 113, processing fee: Rs. 75000. No e-learning or exit exam required for RUT Course.
