India: Orders on amendments to the 2008 IS Code and FTP Code

The Directorate General of Shipping, India has published two DGS Orders regarding the amendments to the 2008 IS Code and FTP Code and their applicability.

The orders were published on 30 January 2024.

2008 IS Code

This document addresses amendments to the International Code on Intact Stability, 2008 (2008 IS Code), and its applicability to Indian vessels. It begins by highlighting India's ratification of key international conventions related to maritime safety and pollution prevention, which mandate stability information requirements. The Merchant Shipping Act, 1958, as amended, incorporates these conventions and mandates the carriage of approved stability information on all Indian vessels.

Recognized Organizations (ROs) are designated entities responsible for conducting surveys and certification in accordance with the conventions. The government has also established the Load Line Assigning Authority to oversee compliance with load line requirements. Relevant guidelines and notices have been issued to provide guidance on stability requirements.

The document notes that the International Maritime Organization (IMO) has issued various amendments to the 2008 IS Code, which are applicable to Indian vessels. Stakeholders are advised to comply with these provisions to ensure full adherence to the amended IS Code.

FTP Code

The Government of India ratified the International Convention for the Safety of Life at Sea, 1974, and was subsequently modified by the protocol of 1988. The Merchant Shipping Act, 1958, as amended, incorporates this convention. Recognized Organizations (ROs) are tasked with carrying out surveys and certification according to the convention's mandatory codes.

The document draws attention to the FTP Code, which is a critical aspect of fire safety standards for maritime vessels. It notes that the IMO has issued various amendments to the FTP Code over time. These amendments are annexed to the document and are deemed applicable to Indian vessels.

Stakeholders, including shipowners, operators, and regulatory bodies, are advised to adhere to the provisions outlined in the document to ensure full compliance with the FTP Code and, by extension, enhance fire safety measures on Indian vessels. Compliance with these provisions is essential to uphold the safety standards mandated by the SOLAS Convention and the Merchant Shipping Act, thereby ensuring the protection of life and property at sea.
