India: Circular on online E-Governance for document submission and approval process for RPSL
The Directorate General of Shipping, India has published an addendum to the modification of the online E-Governance Module for the processes pertaining to the Recruitment and Placement of Seafarers License (RPSL).
The Directorate General of Shipping introduced modifications to the online E-Governance Module for Recruitment and Placement of Seafarers License (RPSL) through Circular No. 03 of 2023.
Initially, RPSL Companies were instructed to update ship details in their profiles by January 31, 2023, but the deadline was extended to March 10, 2023.
Representations were received, indicating challenges in providing all mandatory documents for specific ship-related changes.
Meetings were held with RPSL representatives, identifying scenarios where specific documents might be unavailable.
To address this, an approval process on a case-by-case basis was established for e-migration.
The required documents for various cases, such as Change of Name, Change of Management, Change of Owner, Change of Flag, Shipyard Delivery, and Non-MLC/MCL Exempted Ships, were specified.
To streamline e-migration in such instances, an E-Gov online platform was created.
The procedure includes visiting the DG Shipping website, logging into the system, navigating to the e-Governance section, and submitting applications for designated cases.

Once the application is approved by competent authority, a new record with entered details will be created in the Ship list of the RPS profile and same can be used for eMigration till the application's validity date at the same time old record will be deactivated.
