Due to revised MARPOL Annex VI entering into force this November 1st, ships need to consider its requirements that aim to reduce carbon intensity of international shipping. However, the final date for CII Implementation is 01 January 2023, which is date on which all ships above 5,000 GT need to have an approved enhanced Ship Energy Efficiency Management Plan (SEEMP), including an implementation plan on how to achieve the CII targets.
The intention of the enhanced SEEMP is to ensure continuous improvement, and its implementation will be subject to company audits.
Carbon Intensity Indicator (CII)
The CII rating system is a system that calculates attained CII, which is the actual value for each year, calculated from the fuel consumption and voyage data collected based on the IMO DCS Data collection requirements, and evaluates the individual ship’s rating comparing to Required CII for every year.
In addition, with the adoption of the CII correction factors and voyage exclusion guidelines (G5) for specific ship types, it will be necessary to replace the current IMO DCS report templates for the target ships.
Vessels will receive a rating of A, B, C, D or E, indicating a major superior, minor superior, moderate, minor inferior, or inferior performance level for a vessel. A ship rated D for three consecutive years or rated as E, will need to develop a plan of corrective actions.
Leading up to the January 1st, 2023, ship owners will need to prepare a description of the methodology to be used to calculate the ships Attained Annual Operational CII, and the process that will be used to report this value to the Administration, as well as the required Annual Operational CII for the next three years. An implementation plan documenting how the Required Annual Operational CII will be achieved during the next three years also needs to be developed.
The updated SEEMP must be prepared and submitted to ship’s Recognised Organisation in order to be approved before 01 January 2023. A ship shall calculate and report its first attained annual operational CII within 3 months of the first year's end date i.e. by 31 March 2024.
