IMO updates its list of competent personnel in accordance with the STCW Code

The International Maritime Organization issued an updated list of competent persons maintained by the Secretary-General pursuant to section A-I/7 of the Seafarers' Training, Certification and Watchkeeping (STCW) Code.

Under the provisions of the STCW Convention and Code, the Secretary-General has been assigned certain functions, particularly with regard to information communicated under Article IV and Regulation I/7 of the 1978 STCW Convention, and Section A-I/7 of the STCW Code. Accordingly, the Secretary-General is required to:

1. Maintain a list of competent persons approved by the Maritime Safety Committee, including those made available and recommended by Parties who may evaluate reports submitted pursuant to Regulations I/7 and I/8.
2. Assist in the preparation of the report required by STCW Regulation I/7, paragraph 2.

To this effect, the Maritime Safety Committee, at its sixty-eighth session (28 May to 6 June 1997), approved a list of competent persons to be maintained by the Secretary-General (MSC/Circ.797). Subsequent sessions of the Committee have:

1. Approved additional competent persons.
2. Issued revisions of the List (MSC/Circ.797/Rev.1 to 39).
3. Updated the List based on information provided by STCW Parties, including withdrawals and inclusions of competent persons nominated in accordance with Circular Letter No.1882, approved by the Maritime Safety Committee at its 108th session (15 to 24 May 2024).

Parties to the 1978 STCW Convention that have nominated competent persons are requested to promptly inform the Secretary-General of any changes to their contact details, especially when experts on the List are no longer available to serve as competent persons.
