IMO issues revised performance standards for ECDIS

The International Maritime Organization has issued resolution MSC.530(106)/REV.1 establishing updated performance standards for Electronic Chart Display and Information Systems (ECDIS). These systems are critical for modern ship navigation, providing electronic alternatives to traditional paper charts.

The resolution builds on a series of prior international maritime regulations and resolutions, particularly those related to the International Convention for the Safety of Life at Sea (SOLAS). SOLAS regulations V/19 and V/27 require all ships to carry accurate, up-to-date nautical charts and publications essential for safe navigation. This resolution emphasizes that these charts and publications can now be displayed electronically through ECDIS, enhancing the convenience and efficiency of ship navigation.

It reflects the recent advancements in ECDIS technology. One of the most notable changes is the integration of the S-100 series standards developed by the International Hydrographic Organization (IHO). These new standards represent the next generation of electronic navigational charts, offering better accuracy, enhanced functionality, and improved data handling capabilities. The resolution also introduces electronic navigational chart transfer functionality, which enables smoother digital exchanges of route information between ships and shore facilities, contributing to the e-navigation concept of harmonized maritime services.

This resolution sets out a phased implementation plan for ships depending on when their ECDIS equipment is installed:

  • After 1 January 2029: ECDIS equipment must fully comply with the revised standards outlined in this resolution.
  • Between 1 January 2026 and 1 January 2029: Ships have the option to either adhere to the revised standards or follow the older standards from resolution MSC.232(82).
  • Between 1 January 2009 and 1 January 2026: ECDIS equipment must comply with the performance standards established in resolution MSC.232(82).
  • Between 1 January 1996 and 1 January 2009: The systems must comply with even earlier standards outlined in resolution A.817(19), as amended by other resolutions.

The resolution supports the facilitation of standardized digital exchanges of ships' route plans, enabling better coordination and communication between ships and shore-based facilities. However, it emphasizes that these digital route exchanges should be seen as indicative, and the final decision on navigation remains with the ship’s master. This respects the authority of the ship's captain, as outlined in SOLAS regulations V/34 and V/34-1, which give the master discretion in managing the ship’s voyage.

This document revokes resolution MSC.530(106), which had introduced prior performance standards for ECDIS. The new standards are designed to ensure the operational reliability of ECDIS, incorporating lessons learned from technological progress and practical experience.
