IACS recommendations for BWMS testing and EEXI implementation

The International Association of Classification Societies (IACS) on 1 April 2024 published two recommendations: one for conducting commissioning testing of Ballast Water Management Systems (BWMS) and another for implementing Energy Efficiency Existing Ship Index (EEXI).

Recommendation for conducting commissioning testing of Ballast Water Management Systems (BWMS):

This recommendation is particularly significant in the maritime industry due to the increasing focus on environmental protection and the prevention of invasive species transfer through ballast water. The document outlines a systematic approach to conducting commissioning tests on BWMS, ensuring they meet regulatory standards, particularly the D-2 standard set by the International Maritime Organization (IMO). By providing detailed guidance on sampling and analysis procedures, including parameters for self-monitoring during uptake and discharge operations, the recommendation helps ensure the effectiveness of BWMS in treating ballast water. Moreover, by stipulating that the commissioning tests should be conducted by approved service suppliers, it enhances accountability and reliability in the testing process.

EEXI Implementation Guidelines:

The Energy Efficiency Existing Ship Index (EEXI) is a key regulatory measure aimed at reducing greenhouse gas emissions from ships. The implementation guidelines provided by IACS offer a comprehensive framework for shipowners and operators to calculate EEXI draft and reference speed (Vref) for their vessels. This involves transitioning from the vessel's service or design draft to the EEXI draft, which reflects the energy efficiency of the ship. The guidelines cover various aspects such as calculating the required power and speed for different types of ships, extrapolating speed/power curves, and addressing specific considerations for LNG carriers. Additionally, the guidelines provide formulas and methodologies for calculating the Attained EEXI, taking into account factors like hull coatings and hull roughness. Furthermore, by addressing parameters such as Specific Fuel Oil Consumption (SFC) and Fuel Conversion Factor, the guidelines help shipowners optimize fuel efficiency and reduce operational costs.
