IACS has released the revised Unified Requirements for computer-based systems

The International Association of Classification Societies (IACS) has released the revised Unified Requirements for computer-based systems.

Scope

These requirements pertain to the design, construction, commissioning, and maintenance of computer-based systems that rely on software to fulfill their intended functions.

These requirements specifically apply to systems that offer control, alarm, monitoring, safety, or internal vessel communication functions and are subject to classification requirements.

Exclusion

Computer-based systems governed by statutory regulations are exempt from complying with these requirements.

Examples of such systems include navigation systems and radio communication systems mandated by SOLAS chapters V and IV, as well as vessel loading instruments/stability computers.

For loading instrument/stability computers, IACS recommendation no. 48 may be taken into consideration.

Application

This revision (Rev.3) of the UR is applicable to new ships contracted for construction on or after July 1, 2024, by IACS Societies. It can also be utilized as non-mandatory guidance for other vessels.

The requirements outlined in this UR encompass the entire lifecycle of computer-based systems, from design to operations.

These requirements are categorized into groups that correspond to different phases of the life cycle and the responsible roles accountable for meeting the requirements.

This UR places special emphasis on the management of software and system changes.

While most requirements in this UR pertain to operational activities, focusing on prescribed actions to be undertaken, it also incorporates certain technical requirements.

Each activity within this UR comprises two parts: a requirement section that specifies the minimum obligations of the relevant role and a section describing the Class Society's verification process for the activity in question.
