The Gibraltar Maritime Administration has issued a Local Maritime Direction LMD 014a on qualification and certification required for the operation of a domestic craft.
This LMD was published on 16 April 2024.
According to this directive, Boatmaster's certificates are now mandatory for operators, replacing the previously recognized Coxswains Certificates. This change is significant as it ensures that all operators meet a standardized level of competency and proficiency in vessel operation.
Moreover, individuals intending to take charge of machinery on vessels commercially, with propulsion power below 750kW, are now required to hold a Marine Engine Operator's Certificate. This certification ensures that those responsible for engine operation possess the requisite knowledge and skills to maintain safe and efficient vessel operation.
To facilitate the application and renewal process, the directive provides application forms along with relevant syllabi, accessible through the administration's official website. The directive emphasizes compliance with the amended Administrative Instruction No. STCW-14, which came into effect on February 1st, 2005.
Also, the directive assures stakeholders that signed copies of the administrative instruction are available upon request, ensuring transparency and official documentation. The inclusion of detailed application forms for both Boatmaster's and Marine Engine Operator's Certificates streamlines the process for applicants, outlining necessary personal details, sea-going experience, and required certifications.
In addition to personal information, applicants are required to submit supporting documents such as copies of relevant certificates, expired certificates (if applicable), employer's letter of recommendation, and confirmation of employment. Additionally, fees for the application or renewal process are specified, ensuring clarity and transparency in administrative procedures.
