Fleet safety letter on electronic record/logbooks issued by Vanuatu
Vanuatu Maritime Services Limited has issued a fleet safety letter regarding electronic record/logbooks.
This Fleet Safety Letter addresses the use of electronic record/logbooks on vessels. VMSL has the following conditions:
- Electronic formats are acceptable for certain record/logbooks, including Oil Record Book, Garbage Record Book, Noxious Liquid Cargo Logbook, and Water Ballast Logbook.
- The electronic record program must be approved by the vessel's Recognized Organization (RO) or other approved Authority.
- The program must be tamper-proof, ensuring that entries cannot be altered or removed except by an approved method.
- Owners using electronic log books must obtain a five-year license for each system used on each vessel, costing $500. The license must be renewed every five years.
- Failure to have a license during an ASI (Authorized Service Inspection) will result in invoicing for backdated licenses, up to the date of this FSL's effect.
- Licenses are non-transferable and issued to specific vessels.
- The Official Logbook from VMSL must be maintained in hard copy format.
