EU has adopted a regulation on functional and technical specifications for maritime reporting interface modules
The European Commission has adopted Regulation 2023/2790, laying down functional and technical specifications for the reporting interface module of the Maritime National Single Windows.
The document was published on 14 December 2023.
The regulation is based on the Treaty on the Functioning of the European Union and Regulation (EU) 2019/1239, which establishes a European Maritime Single Window environment.
Technical specifications emphasize the use of accessible and easily integrable technology for the reporting interface module.
Data protection measures are outlined to ensure compliance with EU regulations on personal data.
The Commission centrally manages the development, updates, and distribution of the reporting interface module.
Member States are allowed flexibility in reusing their national authentication services and registries.
The regulation emphasizes security, monitoring, and authentication for secure information exchange through the reporting interface module.
Article 1 - Definitions
- Defines terms such as 'reporting interface module,' 'sender,' 'formality,' 'AS4,' 'message,' 'AS4 access point,' 'MNSW core,' 'syntax validation,' semantic validation,' 'message implementation guide,' 'registration,' 'identification,' 'electronic identification means,' 'authentication,' 'certificate,' 'EORI number,' 'EMSWe user registry and access management system,' 'central registry,' 'national registry,' 'central authentication service' and 'national authentication service.'
Article 2 - Functional and Technical Specifications
- Specifies that the reporting interface module must comply with functional and technical specifications outlined in Part I of the Annex.
- Mandates collaboration with national coordinators for EMSWe to define guidelines for testing and configuring the module.
Article 3 - Central Registry and Authentication Service
- The central registry and the central authentication service shall be set up in accordance with the technical specifications, standards and procedures set out in Part II of the Annex.
Article 4 - Effective Date
- This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union. It shall apply from 15 August 2025.
- This Regulation shall be binding in its entirety and directly applicable in all Member States.
