Control of the Fuel's Quality Guidelines issued by the Panama Maritime Authority

The Panama Maritime Authority has issued merchant marine circular MMC-224, Control of the Fuel's Quality Guidelines.

Purpose:

This circular informs about implementing fuel quality control for ships, focusing on steps required for sampling as per MARPOL Regulation 18(8.1) Annex VI.

Scope:

Ensuring availability of compliant fuel oils in ports and terminals in accordance with MARPOL Regulation 18(8.1) Annex VI.

Sampling Procedure:

To determine fuel quality, samples should be continuously drawn from the ship's inlet bunker manifold throughout the delivery period.

In the Republic of Panama, the procedure is slightly different for bunker suppliers.

Primary Sample:

The primary sample, obtained from the ship's bunker manifold, represents the fuel delivered and is collected throughout the bunkering period.

Flashpoint:

According to SOLAS Regulation II-2/4.2.1.1, the fuel used or carried by a vessel must have a minimum flashpoint of 60°C to comply with safety standards.

Verification of fuel documentation is crucial before bunkering to avoid fire and explosion risks.
