The Nippon Kaiji Kyokai (ClassNK) has released a new edition of the Guidelines for Excellent Living and Working Environment (Edition 1.1).
The comprehensive guidelines are aimed at enhancing the living and working conditions for seafarers, building upon international efforts such as the Maritime Labour Convention (MLC, 2006) and the amendments to the SOLAS Convention. Despite these significant improvements, a global shortage of seafarers persists, particularly in Japan, where challenges related to aging personnel and retention are acute.
Key elements of the guidelines include the notation "ELW," which identifies ships that are actively committed to improving their onboard living and working environments. This designation serves as a recognition for vessels that exceed minimum regulatory standards. In addition, ClassNK offers the Innovation Endorsement (IE), a certification framework that supports innovative initiatives in the maritime sector. The IE framework focuses on four key categories: Digital, Environment, Safety, and Labour, promoting the integration of advanced technologies and sustainable practices within the industry.
Recent updates to the guidelines include a revision made on October 11, 2024, which introduced a new provision (33.2) and amended Table 3.1 concerning ELW(HP).
