The Maritime Authority of the Cayman Islands (MACI) has issued a shipping notice regarding International Maritime Organization (IMO) Conventions: Guidance and Instruction on Arrangements “To the Satisfaction of the Administration”.
The notice was published on 12 January 2024.
This notice addresses owners, managers, and recognized organizations of Cayman Islands ships.
Background:
IMO conventions, including SOLAS, MARPOL, Load Line, and COLEGs, have numerous rules, yet they lack specific arrangements. However, there is a distinct requirement that these arrangements must be 'to the satisfaction of the Administration.'
Purpose:
The primary purpose of the shipping notice is to provide clear guidance and instructions on establishing arrangements that meet the satisfaction of the Administration.
Cayman Islands Shipping Registry (CISR) Requirements:
CISR requirements are detailed in Annex A of the notice.
Collaboration with the Red Ensign Group (REG) Technical Forum is emphasized, allowing CISR to work jointly with other members to provide unified guidance and instructions.
Acceptance on a 'Case by Case' Basis:
Acknowledging the impracticality of providing prescriptive guidance for all requirements, the notice advocates a case-by-case approach. Technical justifications for acceptance will be individually considered by CISR, particularly for delegated items, which should be supported by the Recognized Organization initially.
This Revision:
The latest revision of the Shipping Notice introduces specific requirements for recording the "on/off status" of engines capable of operating as either MARPOL Annex VI Tier II or Tier III compliant.
