Canada's temporary regulations for Passenger Safety Management, including Ro-Ro Vessel certificates
Transport Canada has issued a ship safety bulletin (SSB) for temporary measures regarding Passenger Safety Management or Specialized Passenger Safety Management (Ro-Ro Vessels) certificates of competency or endorsements – August 2023.
The bulletin was published on 1 August 2023.
Purpose:
This Bulletin extends the validity of certain Passenger Safety Management and Specialized Passenger Safety Management (Ro-Ro Vessels) certificates of competency or endorsements issued by Transport Canada.
Scope:
This Bulletin applies to:
- Seafarers who hold a Passenger Safety Management or Specialized Passenger Safety Management (Ro-Ro Vessels) certificate of competency or endorsement (includes an examiner certificate issued under the Marine Personnel Regulations; or certificate issued under the Canada Shipping Act, 2001); and
- Representatives of Canadian-flagged vessels.
What you need to know:
For seafarers required to comply with sections 229 or 230 of the Marine Personnel Regulations to hold either an endorsement or certificate related to passenger-carrying vessels, a Passenger Safety Management or Specialized Passenger Safety Management (Ro-Ro Vessels) certificate of competency or endorsement that otherwise would have expired on or after August 1, 2023, but before January 1, 2024, is granted an extension of six (6) months. There is no requirement to submit an application to obtain this extension.
Despite the extension granted by this Bulletin, if your Passenger Safety Management or Specialized Passenger Safety Management (Ro-Ro Vessels) is set to soon expire, we recommend you seek to renew your document 10 business days prior to its expiration, at a Transport Canada office.
