Australia issues guidelines for testing and inspection of oil filtering equipment under Resolution MEPC.107(49)

The Australian Maritime Safety Authority has issued marine notice 2024/03 concerning the requirements for the testing and inspection of oil filtering equipment (oily water separators) installed on ships to comply with Resolution MEPC.107(49) under MARPOL Annex I Regulation 14.

This notice was published on 1 June 2024.

  1. Approval Requirements: Oil filtering equipment installed on ships after January 1, 2005, must meet Resolution MEPC.107(49) standards. This includes provisions for a 15ppm bilge alarm with fail-safe arrangements to prevent discharge in case of alarm malfunction.
  2. Testing Procedures: AMSA Port State Control Officers (PSCOs) will inspect the condition and operation of the oily water separators and associated equipment. Testing involves simulating the discharge of 15ppm bilge separator effluent to ensure the alarm activates and the automatic stopping device prevents discharge within specified response times.
  3. Equipment Requirements: There's a discussion on the use of flow sensors in the 15ppm bilge alarm sample line, although not specifically mandated by MEPC.107(49). Proper valve operation and effluent sampling are critical for compliance.
  4. Considerations During Testing: Two scenarios are detailed:
    • Systems with flow sensors: Must demonstrate proper alarm activation and stopping device response during operational testing.
    • Systems without flow sensors: Valves must be in normal operating positions during testing to ensure proper effluent sampling and compliance with alarm activation requirements.
  5. Guidelines and Compliance: Non-compliance scenarios are outlined, indicating potential ship detention until equipment is made compliant and crew trained adequately on system operation.
