The Antigua and Barbuda Maritime Administration has issued a circular providing information about the evidence of financial liability cover under various conventions.
This circular (No. 2021-004 (Rev. 1)) was published on 25 July 2023 and is addressed to all ship owners, operators, masters, and officers of Antigua and Barbuda flagged ships, and recognized organizations.
Purpose
This Circular informs stakeholders about ADOMS' stance and implementation details for the following agreements:
- Nairobi International Convention on Wreck Removal, 2007
- International Convention on Civil Liability for Bunker Oil Pollution Damage, 2001
- International Convention on Civil Liability for Oil Pollution Damage (CLC), 1992
- Maritime Labour Convention 2006 Financial Security Requirements
Application
Applies to Antigua and Barbuda ships ≥ 300 GT and ships carrying > 2,000 tons of persistent hydrocarbon mineral oil.
Replaces Info Notices 2015-002, 2015-008, 2016-005, and Circulars 2016-002, 2015-001, 2013-002, and 2014-005.
Obligations and Responsibilities
- Mandatory insurance proof: Ships must carry an ADOMS-issued certificate in the specified Convention format.
- Certificate issuance: ADOMS needs valid insurance evidence, usually a "Blue Card" from an accepted P&I Club.
- Accepted P&I Clubs: Members of International Group and others listed in Annexes 1 and 2.
- Application submission: Use the provided form for all civil liability covers. Include MLC financial liability cover info.
- Mandatory carriage: Ship's officers must carry the certificate; non-compliance may lead to detention.
P&I Club Authorization Requests
P&I Clubs wanting to issue "Blue Cards" to Antigua and Barbuda ships must apply to ADOMS.
- Application essentials: Financial documents, authority approval, reinsurance info, terrorism and rating coverage, etc.
- ADOMS assessment: Applications reviewed, additional data may be requested, and inadequate applicants may be rejected.
- Certificate details: Specify ship info, owner, financial security provider, contact details, validity, and compliance statement.
Fees
No charges for insurance or financial security certificates, as covered by registry costs.
